UDS 2020 Changes
The UDS 2020 Report includes the following changes:
Measure updates
Standard Quality Measures (Table 6B and 7)
The following standard measures have been added:
- Breast Cancer Screening ( CMS125v8)
- HIV Screening ( CMS349v2)
- Depression Remission at Twelve Months ( CMS159v8)
The following standard measures will no longer be maintained:
- Use of Appropriate Medications for Asthma
The following standard measures have had logic updates:

HIV Linkage to Care
- Compliance now requires linkage to care within 30 days of HIV initial diagnosis, rather than 90
- The denominator now includes patients diagnosed between 1 month prior to the start of and 1 month prior to the end of the measurement period (December 1 - November 30, 2019 for UDS 2020)

Preventive Care and Screening: Screening for Depression and Follow-Up Plan ( CMS2v9)
- Patients with documented follow-up plans within 14 days of a positive depression screening are now considered compliant, rather than only same-day documentation

Controlling High Blood Pressure ( CMS165v8) - Patients with a diagnosis of essential hypertension at any point during the measurement period will be considered for denominator inclusion, rather than only in the first 6 months of the measurement period

Preventive Care and Screening: Body Mass Index (BMI) Screening and Follow-Up Plan ( CMS69v8)
- Patients with hospice care interventions during the measurement period are now excluded

Several standard measures now exclude patients aged 66 or older who were living long-term in an institution for more than 90 days during the measurement period or with advanced illness and frailty
Table 6A updates
The following diagnoses have been added to Table 6A:
- Novel coronavirus (SARS-CoV2) disease
- Acute respiratory illness due to novel coronavirus (SARS-CoV-2) disease
- Human trafficking
- Intimate partner violence
The following services have been added to Table 6A:
- Novel coronavirus (SARS-CoV-2) diagnostic test
- Novel coronavirus (SARS-CoV-2) antibody test
- Pre-exposure prophylaxis (PrEP)-associated management of all PrEP patients

Breast Cancer Screening
- Mammograms
- Mastectomies
Depression Remission at Twelve Months
- PHQ-9 and PHQ-9M screens
- Major depression including remission cases
- Dysthymia cases
- Personality disorder cases
- Schizophrenia or psychotic disorder cases
- Pervasive developmental disorder cases
HIV Screening
- HIV screening tests
- HIV cases
- Note: This differs from HIV initial diagnoses in that it captures all patients living with HIV, regardless of whether they were diagnosed initially by the health center. This importer is not considered in the HIV Linkage to Care measure.
Multiple measures
- Long term care stays
- Frailty cases
- Advanced illness cases
- Dementia medications
The following importers must be mapped for Table 6A:
- PrEP medications
- Note: Table 6A will capture visits with associated HRSA-designated billing and diagnosis codes, and restrict the count of PrEP management to patients who are indicated as taking PrEP at the time of those visits as indicated by this importer.
